TUGA Innovations leads agreement to establish ARVIA SE, a new European entity dedicated to next-generation autonomous urban delivery vehicles
TUGA Innovations (“TUGA”) announces the signing of a Memorandum of Understanding (MOU) with ARI Motors Industries SE (“ARI”) and Faction Technologies, Inc. (“Faction”) to create ARVIA SE, a new European Special Purpose Vehicle (SPV) focused on developing a fully integrated transatlantic ecosystem for autonomous last-mile delivery solutions.
This agreement marks a decisive step in TUGA’s strategy to introduce a new urban mobility architecture, combining compact vehicles, modular platforms, proven driverless technology and multi-regional deployment.
TUGA Innovations: urban vehicle architecture engineered for the autonomy era
Under the MOU, TUGA will contribute:
- Its narrow-track urban EV platform, “TUGA Deliver”
- Associated IP and patents
- One TUGA Deliver Driverless
- Design and engineering expertise in advanced urban mobility
In addition, ARI will be able to produce TUGA vehicles at its Czech manufacturing facility, creating the first European hub dedicated to autonomous urban delivery vehicles.
Faction Technologies: market-proven autonomous delivery technology
Faction brings a fully operational, commercially validated driverless platform already deployed in the United States, including:
- 40% lower cost compared to gig-worker delivery services
- 20–30% faster delivery times, averaging 22 minutes from order to delivery
- 99.9% uptime across hardware and software systems
- Fully street-legal, VIN-ready, and capable of up to 75 mph for U.S. and EU roads

ARI Motors Industries SE: European industrial capacity and technology integration
With extensive experience in light electric vehicles for urban logistics, operations in Germany and the Czech Republic, 49 body configurations and deep homologation expertise, ARI is the ideal European platform to industrialize driverless technology.
Through the MOU, ARI will be able to:
- Integrate Faction’s sensors, cameras, compute units and software into ARI vehicles
- Collaborate with TUGA to scale next-generation urban vehicles for both the U.S. and EU
- Bring autonomous technology into European series-production vehicles for the first time
ARI’s recent acquisition of Acceleracode SRL, with ~40 software engineers, strengthens the ability to support, integrate and scale the European autonomy ecosystem.
TeleAssist Center Europe: ARI to operate the regional remote-operations hub
Faction already operates a state-of-the-art TeleAssist Center in the United States, where operators support autonomous vehicles in rare edge-case scenarios (typically 1 operator per 10 vehicles).
Under this MOU:
- A TeleAssist Center Europe will be established in the Czech Republic
- ARI will manage and operate the center
- Full integration with Faction’s global remote-operations network will be maintained
This positions ARI as the European command hub for autonomous fleet supervision.
ARVIA SE: new transatlantic entity to scale urban autonomy
ARVIA SE will consolidate assets and technology contributed by the three companies, and will also benefit from Faction’s existing and upcoming U.S. commercial programs, providing immediate operational scale, real-world data, recurring revenues and established industry adoption.
Defense and military applications
Faction’s driverless and TeleAssist technologies also offer meaningful opportunities for defense and national-security use cases, including:
- Remote-operated ground vehicles for resupply missions in active conflict zones
- Autonomous delivery of critical materials without exposing personnel to danger
- Ground-based logistical capabilities comparable to autonomous drone supply systems
ARI maintains active relationships with the German Bundeswehr and Czech military and intends to present the technology through national and EU funding programs.
